In den vergangenen Spielzeiten waren viele Gästefans bei Europapokalspielen in Frankreich (insbesondere in Paris) von einer willkürlichen Reduktion des in den Regularien der UEFA verankerten 5%-Auswärtskartenkontingents oder gar einem Komplettausschluss betroffen. Mit einher gehen eine Reihe von schikanierenden Maßnahmen, wie Aufenthaltsverbote in der Innenstadt inklusive der Androhung einer Verhaftung bei dortigem Antreffen oder ein Voucher-System, über welches man erst am Spielort ein personalisiertes Ticket (gegen Vorlage des personalisierten Vouchers) und später noch ein Armband erhält und nur wer all dies vorweisen kann, dem wird der Zugang gestattet. Begründet werden diese Maßnahmen von den französischen Behörden mit dem nun seit fast zwei Jahren verhängten und immer wieder verlängerten Ausnahmezustand.

Liberte, egalite? Von Freiheit und Gleichheit ist Frankreich nicht mehr viel übrig. Die Basler erhielten beispielsweise in der Vorsaison bei PSG nur 800 statt 2200 Karten (2200 Karten würden im Prinzenpark 5% entsprechen), Arsenal dagegen ein paar Wochen später das volle Kontingent, jedoch ein paar Wochen zuvor Chelsea nur 1410 Karten, während wiederum den Gästefans in der Europa League beim Spiel AS St. Etienne vs FC Basel die Anreise komplett untersagt wurde.

Der Ausnahmezustand wird missbraucht um die Reisefreiheit von Fußballfans willkürlich einzuschränken, während die UEFA nur zuschaut. Nicht nur das, die behördlichen Verbote von Kartenkontingenten für die Gastmannschaft machen bereits Schule (zB in Italien, Gästeverbot in Neapel für Nizza, wie auch Feyenoord) und werden von der UEFA sogar empfohlen, wie im Achtelfinale der Europa League in der vergangenen Saison als Besiktas auf Olympiacos traf.

Uns wurde nun bei der gestrigen Partie im Prinzenpark bei PSG ein Auswärtskontingent von 5% der Stadionkapazität gewährt, was eigentlich eine Selbstverständlichkeit sein sollte, doch ist dies kein Grund zur Freude, vielmehr Verpflichtung den Missstand und Missbrauch von Seiten der Behörden klar zu benennen, denn schon beim nächsten Mal könnten Gästefans in Frankreich wieder willkürlich ein- und beschränkt werden. Von Willkür im Stile eines autokratischen Verbandes waren wir ja bereits 2014 selbst leidvoll betroffen, als die UEFA gegen ZSKA Moskau zwei Geisterspiele verhängte und die Gästefans gleich mitausschloss.

Das Gästekontingent von 5% ist nicht verhandelbar!

In recent seasons many away fans at European cup games in France have been affected by arbitrary reductions of the 5% away fans contingent as defined in UEFA regulations, or have even been excluded completely. These are flanked by a number of harassments such as prohibitions of visiting the inner city including threat of arrest should you be found there, or a system of vouchers, where you will only receive a personal ticket at the venue by presenting your personal voucher. These measures are justified by French authorities with the state of emergency introduced nearly two years ago and extended again and again.

Liberté, egalité ? Not much left of freedom and equality in France. The fans of FC Basel, for example, received just 800 tickets in the preseason at PSG, instead of 2.200 (corresponding to 5% in Parc des Princes), whereas Arsenal a few weeks later got the full contingent and Chelsea again just received 1.410 tickets. In the European league game AS St. Etienne vs. Basel FC away fans were not permitted at all.

The state of emergency in France is being misused to arbitrarily restrict the freedom of travel of football fans in international contests and that of French fans in the national contests even more while UEFA just watches. Not only that, but this example of authorities prohibiting ticket quotas for visiting teams is already being copied, for example in Italy for Nice or Feyenoord in Naples and are even being recommended by UEFA such as in the round of the last 16 in the European League last season when Besiktas met Olympiacos. It is not just the French authorities but in many other countries the situation keeps getting continually worse, sometimes massively so. And UEFA, far removed from the base, is often acting to prohibit and lock out willfully and arbitrarily.

We have now been granted an away quota of 5% of the stadium capacity for the match in Parc des Princes, which really should be natural. Unfortunately this is no reason to rejoice, rather an obligation to clearly point out the misuse and disgrace by the authorities – because already next time away fans could be arbitrarily restricted or even excluded in France. We ourselves had already been painfully affected in despotic style by an autocratic association in 2014 when UEFA imposed two ghost games against ZSKA Moscow and excluded away fans for good measure.

Football needs freedom of travel for fans, guest quotas of at least 5%, socially acceptable ticket prices, renouncement of collective sanctions and respect for fans and their culture!
